Joyce Xie is the founding partner at Topcom. She focuses her practice on government affairs and compliance, cyber security and data protection, general corporate, outbound investment, and dispute resolution.

Joyce received her master's degrees in law from East China University of Political Science and Law. She has professional qualifications such as CPA and Data Security Engineer. She has provided legal services to numerous multinational companies in consumer products, health care, pharmaceuticals and medical devices, and high technology industries for their complex legal matters in China, covering cross-border data transfer, cross-border transaction, and taxation compliance. She has also represented clients in high-profile regulatory compliance matters and government investigations.
